Was the Beijing Olympics opening the one attended by the most world leaders?

There were a lot of world leaders (current and former) and celebrities at the opening ceremony (the presidents, prime ministers, and others like Bill Gates etc). Any other Olympic opening attended by so many? And what do you think is the reason they attended this one?
