How does government get rid of programs that contribute to irresponsible behavior?

Promiscuous sex, illegitimacy, abortion, and many other undesirable behaviors have become rampant, since kids are saved from the consequences of bad behavior. There is a government program for everything. The programs that save kids from themselves is the problem. Let the kids take their lumps, instead of always bailing them out. They need to suffer the consequences. Then they will quit thumbing their nose at their rules, when the parents are the final authority instead of the school, society programs. We can't afford to continue to allow kids to do what ever they want to do. Kids running wild are destroying society. Parents need to stand up and demand control instead of give all of their power to the Grant Writers.

1. Promiscuous sex, illegitimacy & abortion and the likes can't all be controlled by the government (much of that behavior is glorified in mainstream media, and does strongly affect modern society). Legal or not, they will still go on. Kids are saved only as they are children (and innocent, as they are often a product of their environment). When they become adults, they will no longer be safe from the consequences.
2. Blaming the government for the bad behavior of children is part of the problem,. We should blame parents who have more control and influence on their children than the government. Government programs has no effect unless patents have failed.
3. "Promiscuous sex, illegitimacy, abortion, and many other undesirable behaviors" Sounds like a typical day in the Palin household.
